Committee Meeting held on Wednesday, 15th February 2006

Public: 5 members of the public were present.
AL gave a brief introduction to the meeting and advised those present that the committee had agreed to circulate the chairperson for committee meetings between members of the committee who wished to take on this role. PMcC & TMcL had agreed to alternate as chairperson for at least two meetings each. AL asked PMcC to take the chair for this meeting.
Minutes of the Meeting Held on 14th December 2005
There were no matters arising from the minutes of the meeting held by the Taynuilt Community Council (TCC) on 15th November 2005 and the minutes were proposed to be accepted by PMcC and seconded by MG.
Planning Issues
Senior Citizens Party
130+ invitations had been sent out. CR confirmed that she had so far received 54 acceptances out of 100 responses.
Catering would be provided by Danny MacPherson at cost price
Artists would be led by the Sinclair Band from Connel together with other local artists.
The committee would be assisted by local girls.
Infrastructure Issues
Liason continuing with the developer, West Highland Housing Association Ltd and Frank Beaton of Beaton & McMurchy in this regard and the next step will be to get written confirmation of the grant award and arrange a meeting with the funding body Communities Scotland, the developer and professional advisors.
Draft brief for a Report on the Options and Best Solutions for Pedestrian and Vehicular Traffic Management in Taynuilt prepared, together with a draft brief for Beaton & McMurchy. PMcC read through the briefs which were then approved by the committee.
Further grant aid may be available from Forward Scotland through the quarry levy. This may be of the order of £50 - £100k. Deadline for applications is end of April.
AL had been in touch with Ardchattan CC and who had forwarded a copy of their successful application to Forward Scotland.
A85 Speed Restriction
Restriction notification out for public consultation with formal decision by April. AL said that the committee should press for "gateway" signage such as that at Crianlarich. The committee agreed and TMcL to write to Scottish Transport to this effect.
Voluntary traffic speed monitors. Names of volunteers are required before going further with this.
Windfarm Money
CR / PMcC had a meeting with Bank of Scotland Investments. Waiting now for formal advice on best account in which to place investments. First impression is that the Halifax Corporate Bond looks best with a 7% annual rate of return.
It was agreed to continue with the allocation of 50% of the funds from the windfarm into long term investments and the other 50% would be distributed annually to local groups.
Groups will require to register their details. Applications for grant aid will be requested once per annum on
1st September, with interim awards made if the need arises and if money is available. TMcL said that the money that should be made available for awards should represent 50% of the total income since the scheme started.
PMcC proposals for revising the criteria for awards under the scheme were approved by the committee.
